The following represents the
Joint Land Use regulations established by Afognak Native Corporation (ANC),
Natives of Kodiak (NOK) and Ouzinkie Native Corporation (ONC) for the Afognak Island, Kodiak Island,
Raspberry Island, Spruce Island, and Whale Island lands.

Any member of the general public interested in using these lands for hunting, fishing, recreating or other
purposes is required to have a Land Use Permit. If you plan to hunt Elk or Bear, and additional endorsement is required.
Shareholders of ANC, NOK or ONC, their spouses and descendents,
are required to have a shareholder identification card or Land Use Permit available at no charge. All potential users of
ANC, NOK or ONC lands are encouraged to apply for a Land Use Permit as early as possible to ensure permit receipt
well in advance of land use.
Permit Requirements:

If you plan to access the lands for any reason, you must obtain a Land Use Permit. Hunting, even if for only one day,
requires purchase of an Annual Land Use Permit. One Day Land Use Permits do not allow camping or hunting of any kind.
If you are planning to camp or hunt, you must purchase an Annual Land Use Permit. Deer hunting is the only hunting
activity allowed under the Annual Land Use Permit without an additional Endorsement. Additional Endorsements are
required if hunting Elk and/or Bear. Endorsement fees are in addition to Land Use Permit fees.

Minors, children under 16 years of age, are not required to purchase a Land Use Permit unless they are hunting Elk or
Bear. If a minor is hunting and Elk and/or Bear, an Endorsement and Annual Land Use Permit are required. An adult
possessing a current Land Use Permit must accompany minors at all times.

Permit areas may change from time to time, so applicants must be sure to obtain the most current map and use
restrictions in effect at the time of each Land Use Permit issuance.

Elk and Bear hunt Endorsement holders may take others on their hunt who do not possess an Elk or Bear hunt Endorsement
to help with the care and slavage of meat and hides. However, all land users, including those accompanying a hunt,
are required to be in possession of a current Land Use Permit.

Land Use Permits are not hunting and fishing licenses. All land users must obtain the appropriate State hunting and/or
fishing licenses from the Alaska Department of Fish and Game in addition to the appropriate ANC/NOK/ONC Land Use Permits.

Violations of the Land Use Permit Rules and Regulations may result in the issuance of a citation, which may include
the immediate loss of the Land Use Permit. Depending on the severity of the violation, violators may also be required
to leave Corporate property immediately.

Violators agree to pay for all attorney fees and/or costs incurred by the landowner to enforce Land Use Regulations,
whether such fees are in civil proceedings or in assisting law enforcement agencies.

Spruce Island is off limits for all activities, except visiting Monks Lagoon for religious purposes. Please
notify Ouzinkie Native Corporation 24 hours in advance to visiting Monks Lagoon.
Land Use Rules:
- Private property must be respected. Land use is a privilege.

Permits only authorize land entry and use for the ANC/NOK/ONC lands. Uses and
activities in the permit areas are restricted and vary somewhat from area to area. Permit holders are
responsible for familiarizing themselves with the specific area and restrictions for each zone.

Permit holders shall stay well within permitted areas and avoid trespassing onto other private lands held
by ANC, NOK, ONC or others.

Permits and photo identification must be carried by the land user at all times while on designated
ANC, NOK or ONC lands and must be presented upon request.

Permit holders assume the responsibility and risks for his/her own safety and for that of any minors
or others in his/her party attendants to the remote wilderness environment.

No hunting or shooting within one (1) mile of any camp, cabin or active logging area.

Use of ATV's or other private motorized vehicles is strictly prohibited on ANC, NOK or ONC lands.

Permit holders must obtain all proper licenses, permits and tags.

Land users must obey all Alaska Department of Fish and Game (ADF&G) laws.

All trash must be packed out and a "no indication" campsite left.

Open fires are not permitted on ANC, NOK or ONC lands.

No wild animals shall be fed and all game must be cleaned in the field and stored in a manner that
minimizes bear problems.

All minors, persons under the age of 16 must carry a land use permit and be accompanied by an adult with a valid
land use permit.

Permission to enter and use permit area lands is conditional upon rule compliance and may be revoked
at any time for failure to comply. Violations of permit rules will result in denial of future permit applications.

No permits are available for commercial trapping.
Fee Schedule
(All fees are non-refundable)
Land Use Permits:
-
ANC/NOK/ONC Shareholders, their spouses and descendants: No charge.

Recreational Use (non-consumptive) i.e. passive recreation, hiking, picnicing, etc. but no camping or commercially
guided recreation. The only consumptive use permitted will be berry-picking. No charge for permits
valid through September 30th. (Permit does not allow access for fishing/hunting on or across
ANC, NOK and ONC lands.)

Minors (under 16): No charge unless Elk and/or Bear hunting, then an Annual Land Use Permit and
proper Endorsement(s) required.

One Day Land Use Permit: $35.00 (permits fishing and non-consumptive use, but no overnight camping
or hunting of any type)

Annual Land Use Permit (Expires December 31st): $125.00 (permits everything included in the One Day Land
Use Permit plus overnight camping, fishing, deer hunting, and non-consumptive use. Elk and Bear hunts require
additional Endorsements.)
Endorsements are in addition to the Annual Land Use Permit Fee:

Elk Hunt (non-KIB* residents): $300.00
